I currently have a very old video card. I am looking at the 9600Xt. Does anyone know it's frame rate in rise of nations? I was getting a max at 12 then it decreased to about 5 with the more cities I made. I'm just curious to how much better the XT is. Thanks for the help.

Well going on what you told me about your system, I'd have to say you'll be getting around 500 frames per second, unless of course your system is nothing at all like you described.
PS: Maybe If I did know ANYTHING about your system I could help you, your "old video card" might also need a little more description before anyone else can help you out.
