9500 Pro - scrolling lines

Got my RMAed 9500pro card this afternoon.. installed it and I'm getting these dark scrolling lines down my SyncMaster 753DF monitor.

The refresh rate is set at 85Hz and I've tried different drivers ..... setting the refresh rate at 60Hz seems to get rid of it though. Fastwrites are off

My monitor can't seem to go over 8H5Hz at the 1024x768 resolution anyway..

my previous 9500pro didn't do this... is this ANOTHER bad card?
 
What about at 75Hz? I have a SyncMaster 955DF and it likes to get a little flaky at anything over 75.

is it safe to say they sent me an older revision of the card? Cuz I've had to RMA two 9500pro's in the past 6 months or so... and then they send me an old revision of the card with this problem?
