Lately my video card seems to be underperforming. I was able to play Batman: AA, Just Cause 2, Age of Empires III, and TF2 without any issues. Now everything appears to be in slow motion or just freezing. Even video playback from different format is horrible. Sometimes the video doesn't play at all.
 
My first major video card purchase. I bought one new day one and had it overnighted. Something like $600 bucks.

My only guess is ghost lag... some sort of memory leak. It happens when everything is singing along, then all of a sudden the framerates drop to a slide show for a few seconds, then goes back to normal.
I would turn off all my windows eye candy... use hijack this to shut down processes to see if you trigger something to clear it up.

Either that or bake it.
 
Well the 8800 GTS 640 is a pretty weak card these days. I had one in my rig for Borderlands 2 Phys x. It probably needs a bake.
 
that is a pretty weak card and I am guessing the rest of your system is equally outdated and bit slow for many newer games. but yeah it does sound like you might be having some card specific issues.
 
old card but still fairly good, will play just about anything. i'd reseat it and remove the dust from everything.
