Hi
I just installed that video card and temp in everest gpu 60 C witout playing any game is it normal?
i installed nvidia control panel it showed gpu fan 675 rpm

Any input will be appreciated

yep.

you can use a few programs to have your GPU fan set to 100% all the time, and you should see some lower temps.

remember the card you're running is "super clocked" too... therefore it's going to create more heat because it's overclocked...
 
yes and no, the 60c is normal but the defualt fan rpm should be around 1400 not 675,

i think you should install the latest rivatuner and then you can adjust your fan speed to whatever you like, to help with with temp and to see if the fan speed at default is correct.
