8600GT problem

Plug it into the TV, open NVidia control panel and there should be new options to control it.
Make sure you have a recent version driver installed.

svideo works during post, then when it gets to the windows loadup screen, the windows screen is in black and white, then when windows loads up, i get no signal

I have a vaguely similar issue using 2 DVI ports but it highlights an issue.
My machine always boots on one display and then changes to whichever display is selected to be used in windows. I cannot get the machine to display the boot on the other display port.

So your machine looks to be working fine but it is either switching to the other display port once you get into windows and/or is using a refresh rate or resolution not supported by the TV.
By using your other display and going into the gfx card properties, you can change which is the default adapter to use when in Windows and set a resolution the TV can handle - 1024x768 or less.
The black and white is probably caused by using the wrong NTSC/PAL setting, again you change that in the gfx card properties.
That wont fix the black and white on bootup but it should work in windows.

when i change res settings, i can see the nvidia control panel in color on the tv screen for a split second, then it flickers back to black and stays black. however, even within the nvidia control panel it seems like it stops me from changing some options that it allows me to do with the DVI ports

Is this a new or old build?
I ask because you may have an old or corrupt driver.
Its worth uninstalling the driver, running a free Driver Cleaner to remove traces of NVidia Video drivers and then installing say the 182.50 WHQL driver (a good generally stable driver, I and many others have had problems with 185.xx and higher drivers)
See if things improve.
