7970 running at half speed?

I have a problem with my Sapphire 7970 (not sure exact model off the top of my head, but it's the blower cooler on it)

Have a bitcoin mining rig - 4 total video cards (7970, 7950, 7950, 7770). Been working great. Has a celeron proc and a PCPC silencer mark II 950W PSU. Total power at the wall is about 850W.

Had a power outage at home today. When I booted the machine back up, the 7970 is only running at half speed. software shows it's at 500 core / 150 mem, and it usually runs around 1000 core / 875 mem.

Tried using the mining software (cgminer) to change the speed and it didn't do anything. Temps are fine - around 72C at 10% fan (rig is in a milk crate with a desk fan blowing over the whole thing).

Any idea what's going on? I did see the 7970 is running at 0.950V. I've tried changing the voltage and clocks via cgminer with no effect - haven't tried other software yet.

Ideas? Something blown, or software issues, or what?
 
well, solved but annoying. This rig is in my garage and I wanted to be able to mine hardcore on it plus watch video while I'm working out there. That's why I added the wimpier 7770 (and have the intensity of the 7770 set to d). However, apparently the 7970 cuts to half-power when there's no monitor attached. I thought those sort of things were ironed out ages ago! Anyway, I plugged my monitor over into the 7970 and it instantly fired to full-power and is working great. Guess I need to do a dummy plug on it or something, since I don't want to actually run the monitor off it (video runs like crap when the card is mining full blast).

Oh, and this is running the cat suite 13.4 on Win7x64.
 
And apparently, once it's had a monitor connected to the 7970, it'll keep running full power even if you close and open software. Just can't reboot. So at the moment, I just switch the cable to the 7970 to boot and then switch it back to the 7770 while running and it's working. Since I plan to never boot this machine, it should be fine :) Might try turning a dvi-vga adapter into a dummy plug at some point, we'll see.
