Does anyone know what would cause this? I can't figure it out for the life of me it only happens when both my cards are in the system

Do you not know how Powerplay/Zerocore works? When your card is idle it literally shuts off the GPU to save power. If it bothers you, it can be disabled using Afterburner.

This might make since if this wasn't the main card that all my displays are attached to. So unless it turns off even when im using it there has to be another problem. It will even show zero for everything when it spins upto max fans

IIRC, monitoring isn't available for cards that go into an ULPS, even after they've woken up. You can try checking CCC for stats.

I'm re-installing windows since driver clearing didn't help or switching slots between the two cards no did Turing off ULPS in afterburner. CCC doesn't even see the second card as far as I can tell but windows does
