I have two 7970's in my current rig with a 2600k. Unfortunately I'm running on the z68 platform so only one slot runs at 16x and the other runs at 4x. This is pcie 2.0 btw. Would I see an increase in frames per second if I crossfired the second card, or would the 4x be too much of a bottleneck?

In my personal experience with Crossfire, PCI-E 2.0 at 4x makes for poor scaling. If you are simply interested in gaming performance (not mining), now would be a great time to sell both your 7970's and grab a 780, or 780Ti. Probably could get a 780Ti for what you could sell your 7970's for.

I'm a miner so I gotta stay amd. I'm just wondering if I'll stay above 60 fps in bf4 if I run both in crossfire. As it stands I get drops below 60 fps on certain maps and it is really terrible.

One way to find out:) What mobo do you have? I'm running a p67 with ivy bridge and get pci-e 3.0 @ x8 with xfire or sli. You sure yours doesn't do at least 2.0 @x8?

You should be able to run bf4 60fps at 1080p almost maxed out stuff with just one card so you should be fine. Hardocp has a nifty playable review for settings. What board are you running or is it off risers for mining?
