7870 cf not working properly

Hello everybody!!!

system spec:

win7 64 pro
12gigs corsair 1600
amd fx8320 @ 4.5 1.375v
asus crosshair v formula z
corsair h100
2x asus 7870 v2
asus xonar dgx
corsair tx650m

ok so i have been using this system for about a year and everything works great bf4 etc etc. i just picked up another 7870 on sale this past week and have been unable to get it working properly. the crossfire emblem shows up in the corner of the screen and the clocks ramp up on the second card but the card does not get hot, and it never shows much load on it, also the frequencies of the second gpu shows 1000/1200 while the first shows 1100/1250 and both of these particular cards are clocked at 1100/1250.

things i have tried:
-reformatting win7
-trying various drivers 13.4 - 13.11beta9.5
-downclocking cpu to 3.5 (in hopes it was a power issue and i figure that would free up some wattage if there was a shortage)
-disabling ulps
-tried different crossfire bridges
-switched cards and tried them both independently
-asus 120hz 1920x1080 monitor

i have tried 3dmark, skyrim, bf4 and all exhibit the same behavior. i don't know what to try next. I know the power supply is less then the recommended but i did some research and realistic system wattage should come in around 500 so i think i should be okay. If the power supply is not enough wouldn't the pc just turn off once the load got too high? there seems to be no performance improvement in any game or software, but a decline.

Debatable on Power supply.

Are you playing in Windowed mode? I know CF doesn't use the second card if it is in Windowed mode.
 
no i'm playing fullscreen, i think it may be the power supply though. i played musical chairs with some of the power supply cables and the screen was half garbled when i ran 3dmark this time.
 
ya it was the power supply i just ran out to best buy and got a cx750m and it's working now.
