It could be AGP drivers for your chipset. It doesn't seem like it should be the catalyst drivers as you've re-installed them already and it still happens.

Otherwise, it could be a powersupply issue as well. How big of a PSU do you have? Windows could be lying to you about it being a driver issue.
 
Try disabling VPU recovery, I've had to do this on my 9700Pro when playing Halo, UT2K3, etc. If that doesn't work you may also try disabling fast writes. The VPU recovery is the bane of 3Dgaming in my opinion.
