I don't think you can say that with certainty.
I know many people who would completely disagree, me being one of them.

60 FPS is my absolute minimum, single player or multi player.

I agree with this too. If the game play is not close to or above 60FPS I adjust my video settings until I can get that type of performance. Of course if I have to adjust them too low to get 60FPS that means upgrade time!

You also have to allow for some overhead as it is preferable not to dip well below 60 during the heavy action.
