I have a question for those in the know.

Would a 6950 flashed to 6970 have a higher or similar temperature/noise levels as a regular 6970?

The fan is the same, if I recall. It might be slightly hotter, but around the same.

Also, I believe people are saying that 6950->6950 unlocked shaders is better than 6970 bios (more stable).
 
The fan is actually different [51-blade 5000rpm versus 47-blade 6000rpm on the 6970] but the real world noise level/temps should be about the same. The unlocked 6950 may run slightly hotter and quieter than the 6970 due to the lower maximum speed of the fan.
