I have a 6950 flashed w/ 6970 bios. Recently I noticed the core clock was stuck at 500 mhz even though it was set around 900. If I checked the "Reduce DVI frequency on high-resolution displays" inside CCC, restarted and then unchecked it, everything went back to normal. (Work around I found researching the issue)
However I noticed that sometimes when I would start to play a game, I would have MSI afterburner up on the second screen so I could monitor the clock. Everything would start off all fine and dandy and then about an hour or two into playing I would notice it was stuck at 500 mhz again...
So I was like, this is ridiculious, updated catalysis control center & MSI afterburner and now the clock won't go above 725 and after the CCC reinstall, the max settings are now back down to what a normal 6950 shows. aka 840 mhz etc.
I'm starting to run out of ideas.
Edit: There was a setting limiting the clock to 725 although the max reflects what a normal 6950 can go, even though I've flashed it.
Edit2: Disregard that, it only momentarily went above 725
