6870 issue with SWTOR

I didn't get the performance I felt I should be playing SWTOR so I ran GPU-Z on my second monitor and found that during cut scenes I was getting around 90% gpu load and fps in the 90s. However anything other than cut scenes I'm only seeing 50-60% load and my fps is dropping into the mid 20s at times. I don' think I'm cpu bottlenecked because cpu load never exceeds 40% so does anybody have any ideas about this odd behavior or is this normal?
 
I find that with my crossfire setup GPU usage is 40-50% during gameplay. I don't think this game is stressing the GPU. It could be a game issue or it could be a AMD driver issue. I'm using 12.1 previews. What are you using?

I find my fps is usually in the 80-120fps range but will drop into the 50's in very intense areas. It rarely does that though. I run 2560x1600.
 
Yeah I meant 11.11 sorry. I just got home and will try it out with the 12.1 driver in a little while.
