My Abit IN9 32X MAX nuked itself a few weeks ago. I RMA'ed it and I got a email saying that my board is not made anymore and there is no replacement in the shop. They offered a Abit IX Quad GT, I accepted it. How much a difference will this board make? Will my CPU OC better than the 3.5GHz I had on my 680i?

X38 is better for quads than 680i at least when it comes to the older 65nm, but the milage will be different and it depends on more than the just the boards to.
Q6700 is stepping G0 right? then 3,6 is almost easy to reach with those CPUs as the cheaper Q6600 do that with lower mulitplier.

The x38 is way better than the 680i in almost everything especially for quads as long as ur not going SLI your fine with the x38.
