6800ultra +overclock+weak psu= artifacts?

hey i am juss wondering if my 450w antec is causing the artifacts for my 6800ultra overclock? (the memory) because my temp are nice.. but with a 30mhz overlcock on the memory=artifacts.. and has anyone ever experience this? o yeah and my 12 volt if never@ 12v... it's usually 11.980 and dropping to 11.850 when i run some heavy apps...
 
It could be. However I'm thinking the memory probably just doesn't want to take it.
