65W energy efficient CPUs?

What's the deal with the 65 watt CPUs? They're the ones with the OPN starting with ADO instead of the usual ADA.

For example, there are 2 flavors of X2 4400+, both using 90nm SOI:

ADA4400CSBOX, 89W, 1.30V/1.35V
ADO4400CSBOX, 65W, 1.20V/1.25V

Do the 65W processors overclock better? Run cooler? What's the price difference? Are these CPUs available, and are people using them?

Sorry for all the questions, I just want to know what's up with these CPUs.

They dont overclock any better, but run much cooler and use alot less electricity which saves you money over time. I dont think its worth the steep price difference though.
