5950 Ultra Problem...

A friend of mine just bought the ASUS version of Nvidia's 5950 Ultra. the problem here is that he replaced it for his old video card because of a huge amount of artifacts popping while playing any sort of 3D oriented thing. Anyway he bought this video card and he's having the same problem...is it possible that the motherboard might be an issue here? oh and when he launches windows a message pops up telling him the 12 volt connector isnt plugged in, while it is plugged in.

Can anyone help?!
 
Have him put in a different, more powerful power supply and try it then. 400W +.
