$500 Office PC Build?

My brothers PC recently decided to crap out and has left us in need of another PC. He was looking at a Dell Inspiron 660 with an i5-3330, 6GB ram, and a 1TB drive for $500 Would It be possible to build something that can best this including the cost of windows? His old hard drive is still functional so that can be excluded.

I found a decent supercombo on newegg but it would be slower than the i5 system. click here
 
The cost of Windows alone make it nearly impossible to build a DIY PC that's better than a similarly priced pre-built.

That said, I did find a better deal on a refurbished prebuilt. (Don't worry about the "refurbished" part as the PC comes direct from the manufacturer.)
 
Refurbished is a good way to go. Recently got a run of the mill i3 system (8gb/500gb) for around $250 shipped from the Lenovo Outlet .
