1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Some gaming -- Starcraft 2, Portal 2, etc. Programming (mostly Java and C), web browsing.
2) What's your budget? Are tax and shipping included?
$500 max with everything included. If a $550 setup somehow blows the $500 system out of the water, then I'd consider the extra $50, but preferably the lower the better.
3) Where do you live?

4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.

5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.

My 2.5 year old system recently broke down on me and I need to replace it as soon as possible. The PSU and HD are still good, so I will reuse those. My main goal here is to build a reliable, relatively speedy system that will last me through my last year in college. I might end up purchasing a brand new one after that, since (hopefully) I'll have a decent job and be making some money, so I'm willing to settle for cheaper components that will do the trick in the meantime. Please let me know what you recommend -- I've looked at some Core i5 systems that push $500 -- not sure if it's worth it over a cheaper Core i3 or AMD build.
