4U Chassis Question

I'm sure you can but the question is why? If your concerned about noise level focus on those case fans. They make more noise then you can imagine and if you remove those guys a passive heatsink is out unless you replace them with something with a lot of cfm.
 
It depends on the heatsink. Check how many watts its rated to dissipate.
 
Case is large enough to use any A/M HSF without reliance on case/chassis fans.

System noise will not be from CPU though. Chassis and PSU fans will drive you nuts first.
 
With the air shroud present in that case, you can use a passive 2U heatsink with no issues.
