your monitor is 1440 so no you dont get proper 4k. your tv is, use that or replace the monitor with one that is 4k. i use media player classic.

what do you mean by download you use some application or website to do it.... ?

Did you try simply watching the youtube video with a browser from your computer as the tv is already connected to a computer... (maybe the download service-application you use do not really download the 4k version has you think it do).

If by monitor your mean the 1440p Asus, good youtube video should very much look HD if they have enough bitrates, I have a 1440p and 4k 27-inch monitors side by side, and really not sure in a blind test if I could tell which is 4k for something like videos.... pre-hd 480i video have a really different look from HD.

Simply watch them from youtube with a browser if you do not mind it, I am not sure what the download-play with VLC or something else is trying to achieve.

You can download highbirate high quality demo on the internet:
https://4kmedia.org/tag/hdr/

VLC would do, Media player classic (or the black edition) mentionned above is also popular: https://en.wikipedia.org/wiki/Media_Player_Classic

make sure its settings arent dumbing down the quality too much.

Then I would suppose absolutely everything is all fine in term of gpu-cable-driver-monitor, test with the actual high quality video from here: https://4kmedia.org/tag/hdr/

If they look good, look the video downloader setting or you can use FreeTube (https://github.com/FreeTubeApp/FreeTube), if you do the download trick to avoid youtube ads because your adblocker/browser setup does not work anymore.

Youtube has a lot of streams, so make sure that your downloader is choosing the right one,

Why don't you just watch it on Youtube? Why do you need to download it first? uBlock Origin + Firefox blocks ads just fine, if that is what you're trying to do. I watch Youtube videos at 4K resolution on Firefox on my LG C3 all the time.

Jdownloader is good for youtube and other types of tubes and file hosting websites. It is updated quite frequently so it is working well even when YT changes APIs.
