I use the 8.9 Catalyst, not a single problem.

got mine setup with a fresh vista install,8.9 cats
QuakeIII arena was the first test,the old game has never ran so smooth and looked so clean

all default settings except deactivate system restore in vista
clearssky all maxed @1920x1200 is smooth with a few slow downs
the fan speed controller needs inprovement so rivatuner to set idle at 45%, for load clearsky 65% seems to be a good range

your cpu is keeping it low, my single hd 4870 hits 17k plus with my q9450 at 3.5, and 18k with my quad at 3.76ghz, but I keep it at 3.5 24/7.
by the way run the 3dmark06 at 1920x1200 or more and I bet your score won't even move, that will tell you that at lower resolution your cpu is holding the card back.
