Reads one gpu at the stock settings and the other at 507/500. CCC reports both gpu's at 507/500? I'm using the 8.7 drivers that came with the card on cd. Is this a driver issue?

My 3dmark06 score is 13,389. I have an E4500 @ 2.93ghz on a GIGABYTE GA-EP45-DS3L. I presume this is normal considering my CPU and the readouts are fubar?
 
the gpu downclocks in 2d mode, as soon as you start a game or 3dmark it should shoot up to stock clocks for both gpu's
