4870 GPU load at 56% in idle

I just put together new computer. I noticed strange problem regarding GPU load % in overdrive as well as in GPU-Z. Both overdrive and GPU-Z is showing 56% GPU load in idle stage in windows. Is this normal? Shouldn't it be close to 0% if the computer is in idle stage. I first used 9.12 hotfix and then 9.10, but same result what so ever. Only time when I see 0% GPU load in idle stage is when Windows 7 installed it's own driver. By the way, CPU load is 0% in idle and GPU temp is 52C with 40% fan speed.

CPU --> 965 C2
VC ---> 4870 1G
PS ---> HX620
OS ---> Windows 7 64bit

I have searched the forum with no luck. Can anyone help?

No. single display. HDMI ---> AVR ---> 1080P TV.
Funny thing is that GPU load is 0% in idle when windows 7 installed it's own driver. It's just that when I install the catalyst drivers, GPU load balloons to 56% in idle.
