I bought the above mentioned PSU before I even read it got the 10/10 rating in the January issue and I'm having a problem with either it or the hard drive but don't know which. I have the following configuration below and it's working great:

AMD Athlon 64 3500+, MSI K8N Neo2 Platinum nForce 3 Ultra, 2 GB (512x 4) Corsair XMS-XL, Antec NeoPower 480W, 74G Raptor, BFG nVidia GeForce 6800 GT OC, Sony DRU-710A DVD+-RW/DL, Audigy 2 ZS Platinum, Creative T7700 7.1 Speakers (seperate power supply), 22in Viewsonic CRT (seperate power supply), Saitek PC Gamers Keyboard, Microsoft Intellimouse 4, Windows XP Pro

When I try to install a new Western Digital 120 GB 7200rpm EIDE hard drive, my computer won't even turn on. Unfortunately, I don't have another computer available to see if this drive works on another one. Is this power supply at its limit?
 
One quick test would be to unplug another HDD or optical and then plug in your WD HDD instead. If it begins to post/boot, good (or kind of). I really doubt that you've reached the PSU's limit. Plus, it should at least begin to turn fans. I'd do a quick one-over and check all existing connections just to make sure nothing is half-way or shorting. So no beep codes - just totally dead? Is the problem repeatable such that you can ALWAYS boot the PC w/o the added HDD, then plug in the new HDD so it won't boot, unplug the power to the new HDD and it boots up?

I had a similar problem with a PC a few days ago. I ended up having to remove the mobo from the case, it powered on, then I reseated the mobo and all accessories. Works fine for me now. It's a PITA, but sometimes a short is happening that we don't see or notice.

I just got one of these myself and it will come this Friday; it's going to go in my HTPC. I have read posts on this forum about the NeoPower having issues starting from a cold boot sometimes. Do some searching here and you'll find what I'm talking about - I *think* Ice Czar posted a blog a while back on a boot up issue with this NeoPower PSU - if I'm wrong then don't quote me.
 
sounds more like its failing the POST than the power spinup
as mentioned remove an optical

I havent run the numbers (see How to buy a PSU) but I doubt that lack of amps is the issue
rather check your jumpers, make sure you dont have one set to single if the is a slave present
that your not mixing cable select with master\slave, that Masters are at the ends of the cables, that there is no slave without a master ;)

I ramble, rant and lecture, but dont "blog" :p
and there are no issues Im aware of with that powersupply
there was a redherring awhile back regarding it and Asus\nvidia boards
and it was just that, a false rumor
(someone noted its actually ATX12Vv2.01 compliant and thus lacks the -5V rail, and they blamed that for their issues, which isnt the case, if you have PCI-E or PCI you dont need that rail, if you have ISA slots, then you would, but it would also be a 6 or more year old board in that case)
