4790K overclock temps

Hi everyone,
I'm trying to overclock my 4790K and I'm worried about temps. I got an overclock of 4.6GHz at 1.29v but running Prime95 blend got temps to 99C with thermal throttling. The only changes i made in bios we're the multiplier, voltage type to manual and core voltages. Prime95 continued to run but those temp are worrisome. I have it cooled with by a corsair H100. I assume the H100 is working fine because my gaming temps with stock clocks don't go over 50C and idle sits around the mid to hi 20s. I have the pump on the highest setting and the fans connected to the mobo cpu fan header.
What do you guys think? Do I have bad luck with a poor overclocking chip? Could my H100 pump be bad? I should try reapplying TIM and reseating the block. I primarily use this rig for iracing and several supplemental apps (sim commander and other telemetry apps) and I'm looking to overclock to improve performance whill racing and streaming with OBS.
System specs - 4790K, evga 980ti, msi z97 g45, corsair 4x4gb 1600 ram, h100, hx1050, Samsung 500gb ssd

Doing more research on google, I find several reports of high temps with H100 or H100i, though none as high as mine.
I also found this awesome guide to intel cpu temps

I guess according to this guide, I should be testing with small ffts instead of blend in prime95. I'm going to go try that.
