4790k jumps 15c by .. resizing a window

I have noticed many odd things with the temperature of my 4790k. The cooler is a Corsair H110 and mobo is Gigabyte Z97X-UD3H (F4). It idles between 25-30c, and doing anything from loading a website to resizing a window almost instantly increases the temperature by about 15c until it's done, then instantly drops back down to its idle temperature. Medium-heavy use of the CPU resullts in around 50-60c temps, and prime95 causes it to hit 80c.

Maybe if I was using a stock cooler this wouldn't be too shocking, or maybe if the idle temp of the CPU wasn't so low to suggest there was a problem with it, but that's not the case. Is this normal?

Gif of the resizing temp issue: http://puu.sh/djd7m/d1878a8b5f.gif -- I seriously doubt resizing a window is that intensive. What's going on?

Probably switching out of low power mode and bumping the multi temporarily. What does the CPU usage show?

At 0.7% usage idle, when I start resizing a window it jumps to around 13.5%. Also seems to be running turboboost at all times (stock settings, 4400Mhz at idle).

Of course this temperature issue isn't isolated to resizing windows, but it's the most ridiculous example I have.

Funny mention: Highlighting text increases the temps by 5c and load by 6%

I just tested it on this Core2 system and its coming out of low power mode, bumping the multi and temps are increasing by about 6c degrees with variable CPU usage as well.

Is it really normal for it to instantly go into low power mode? I thought that would be something that turns on after X amount of idle time.

I thought I mentioned this in the OP but I was using this same CPU on a different motherboard (ASRock Z97 Extreme4) a week ago and switched to the one I have now. I don't believe I ever had this issue, also prime95 had the CPU at around 65c on the ASRock compared to the 80c it's at now.

Also, I just updated the BIOS to the latest version (F7) because I heard that older versions may have been causing issues but it doesn't seem to have fixed it.

Thats pretty much how it works, except that "X amount of time" is measured in microseconds so it appears to work instantly. As for the difference in temperatures, maybe the cooler needs a remount.
