I have my 4770K at default speed and am noticing under stress tests that the clock speed doesn't get above 3700mhz. Should it be at 3900mhz?

When I stop the stress test it goes back to 3900. What the heck is up with that?

thats how intel turbo boost work buddy, you have a stock speed of 3500mhz, then depending on the load and thermal limit, the chip can go UP TO 3900mhz, but that does not mean it will be 3900 on all cores, in the first gen turbo boost chips the rule was, 1 core load +400mhz, 2 core load +300 mhz, 3 core load +200 mhz, 4 core load +100mhz.. from ivy bridge to more recent chips the turbo boost changed to 1 core load +400mhz, 2 core load +300mhz, 3 and 4 core load +200 mhz, so the total amount goes from 3500mhz to 3700mhz under full load and thats the rule that apply to your 4770k.. you are still 200mhz above stock 3500mhz clock.

some motherboards for example Asus have a feature called "Asus MultiCore enhancement" that apply a more aggresive turbo boost to lock the max turbo boost speed to all the cores under heavy load anyway you have a K processor overclock it anyway =D.
