the cpu might bottleneck it.. but not enough that it will really matter except in GTA4 or BFBC2.. but id say that should be the first thing you upgrade later on down the road.. maybe a cheap used q6600 or if you can find a Q9450/9550 used for cheap.. not really worth buying anything new for an LGA-775 socket..
Depends on the resolution and game used to test, I saw a review with 10 processors and 10 DX11/10 games with a Gigabyte GTX460OC 715/900. Above the X3 445 or an i650 the differences are minimal
Take the results with a grain of salt, IMO the 1920x1200 resolution at 8AA it's too heavy, it doesn't shows really the "CPU bottlenecking"... There are some interesting articles about CPU/SLI/blabla scaling with the frequency.

you will be okay with a gtx460. you certainly wont get 100% out of it especially the more cpu intensive games. now games like GTA 4 will be a little sluggish at times but with the right settings it will be playable. I recommend that you force DX10 for BC 2 in the config because in DX11 its more demanding on the cpu too for some reason.
I was worried as I've hit a few games (I'm looking at you Aion...) where my CPU is the bottleneck in my current system. But this will let me grab a 460 for this fall, and then think about upgrading the rest of the system come next spring or so.
