4400 cpu usage problem

Long story please bear with me.

I bought a new Raptor 74 gb hd. When I tried to install windows xp, xp setup would not recognize the drive. I then used Data Lifeguard Tools to copy my original eide master drive onto the new raptor. I then reformated my old master drive and booted up windows using the raptor drive. Windows boots and I install most of my vital programs. Everything runs fine and then I hit ctr+alt+delete to see my task manager and nothing comes up. I then proceed to run speedfan 4.28 and @ idle my cpu usage is at a constant 50%. My cpu is an AMD 4400x2 and ran at most 2-3% idle with the old ata drive.

I'm guessing that copying my old master drive onto the new raptor some files were not transfered onto the raptor. I tried to install xp onto the raptor and xpsetup never recognizes the raptor drive. Bios, the old drive with xp, and the new raptor with xp recognizes the raptor, only xpsetup will not. I have tried to use F6 during xpsetup to install sata drivers, but xpsetup never recognizes my floppy(really old one).

Windows currently runs fine, except for the 50% usagae of my cpu at all times. Can anyone help me with my problems?

p.s. on a side note and less important is my cpu temp went from on average 32C to 49C....any idea why?

My current setup is the same as my sig. My hd's are setup like this:

HD1 - 74gb Raptor | HD2 - 80 gb Maxtor (ata) | HD3 - 40 gb Maxtor (ata)
