Hey guys I am building a PC for a friend who has done a lot of work for me and recently his pc bricked on him. It was a very old dell, so I am trying to make him a lightning fast pc to replace it. If possible, the smaller and quieter, the better.

1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
This PC will be used only for work. Quicken Books, Microsoft word (etc) and internet browsing. No Video Games, and no photo or video editing
2) What's your budget? Are tax and shipping included?
I would like to keep the budget between 400 to 500
3) Which country do you live in? If the U.S, please tell us the state and city if possible.
I live in Chino hills Ca. I am a 30 minute drive from a Microcenter.
4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
I am building this from the ground up. I will need Case, Power supply, Motherboard, Processor, Ram, HHD, (SDD if it fits the budget), Optical drive, etc
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.

22 inch monitor. If a new monitor can fit the budget, I would like to get one as well

Onbard video considering he will not be using this for gaming

No I will need a copy of windows 7 64 bit.
