The only high end 4" phone on the market that I'm aware of is the iPhone SE. And it's not dual SIM to my knowledge. It is a hell of a good phone though
 
The iPhone SE is single-SIM, so it won't fly if dual-SIM is absolutely necessary.

Unfortunately, maheshrockers, this might not be the best forum to ask -- most of us live in North America, where dual-SIM phones are extremely rare. You may want to try communities that cater to south Asia and other markets where dual-SIM devices are relatively common.
 
Woops I forgot this needs to be dual sim. Looks like the one I linked is single sim.
