No, San Francisco Rush, and San Francisco Rush The Rock used Atari's Flagstaff arcade board.

The main CPU was a MIPS R5000 @ 200 MHz. It had 8 MB of RAM and a 3dfx Voodoo1 with an extra TMU. The FBI had the standard 2 MB of RAM and both TMUs had 2 MB each for a total of 6 MB, hence all of the fast EDO chips on the top left of the board.
