3870x2 Overclocking Help

My CCC limits my 3870x2 to 878/955. Yes, I have a 6-pin and 8-pin connected. It is a Sapphire reference design, with an EK Full Cover Block.

I have tried using AMDGPUClockTool with the fixed DLL, and by GPU-Z confirmation, it still only overclocks one of the two cores.

I've heard of being able to use RivaTuner and adding a line to the config? Has anyone confirmed this, and can you point me in the right direction?

Can anybody help me out? I got this EK Full cover block for a reason...hoping to hard mod soon, and I've gotten one core stable to 950 on stock volts, so if you help me OC it, I'll be happy to post results...
 
mine runs ok at low clocks but then.. the higher i clock it, the lower my scores get. i have tried OCing the pci-e freq to 115 and it helps to a certain speed but then it starts going down again. i have even updated the cards bios's to the newest version and still nothing.
