3850 locking up my PC!

Ever since I installed my 3850 it would have random lockups for no reason. I also noticed that it never goes above 300mhz on the core and I know its downclocked bcuz of Powerplay. I tried installing rivatuner and atitool but to no avail my 3850 would still lock up. I tried using Sapphire's 7.10 drivers no success. I tried the 7.11 drivers no success. I previously had a 8800GT installed and had deleted the driver b4 installing the 3850.

Could there have been a conflict with the remnants of the Nvidia driver lurking somewhere? Could it be a conflict with rivatuner and atitool both being installed together? I adjusted settings in both but then I removed both to troubleshoot its still locking up. I now can't even game without random lockups. I touched the card and tested the temps the card is practically ice cold so its not an overheating issue.

Is anyone having a similar problem and know a solution? Also how do I disable Powerplay bcuz I want to see if this is causing the problem. I have the Sapphire 512MB 3850 card. Thanks for any assistance.
 
swapped out my 1950pro to the same card you got. reinstalled drivers, along with ati tray tool , atitool, and riva tuner.... played with CCC. Anyway, started having all kinds of issues. Had to uninstall everything. Try getting rid of CCC if you have it. Also get rid of atitool and ati tray tool too if got them installed.

Basically unistall everything videocard related.
Then reinstall the driver, omit CCC for now and install rivatuner only if you wish. This has cleared up my issues for the most part (I've had no luck with current versions of atitool and tray tools with this card). The only problem that remains is Source games crashing when I overclock the card even a little. No other games experience this and at default Source games are stable.

This is how it feels to be an early adopter? Guess we have to wait for drivers and apps to catch up. Let me know if this works for you.

Ok I did everything you said again and so far so good. I have rivatuner installed and set the fan to 55% no OC. CCC is still installed but so far so good. I used rivatuner to monitor temps and speed. Funny thing is I want the card to run at stock speeds all the time but powerplay keeps underclocking it even during gaming. I think that is wat is making it unstable. Anyone know how to disable powerplay?
