Here's what the ION2 will power:

EPoX EP-8RDA3I mobo
AMD Athlon XP-M 2400+ 45W
Seagate Barracuda 80GB 7200RPM PATA
Western Digital 120GB 7200RPM PATA
Mushkin 512MB PC-3200
Rosewill Radeon 9550
Samsung FDD
Lite-On DVD-ROM
Lite-On DVD-RW
Panaflo 80mm fan (x4)
Vantec ThermoFlow 92mm fan (x1)
Speeze WhisperRock 80mm CPU cooler

If the ION2 won't cut it, will the Antec TruePower 380 be enough?

Well, first off specs of that power supply would be handy. Second, you need to run your system through this calculator to find out how much power you need per rail.

From what I hear the ION series isn't doing too well... So get a Stealth series, Forton, Sparkle, Antec, Enermax, or some other reputable brand PSU just to be safe :)
