32bit --> 16bit with reboot?

Does anyone ever get their video settings pushed back to 16bit from 32 bit color with a reboot? Also, the refresh rate goes from 85hz down to 60hz. I am running Catalyst 3.5's, 9800pro, and Powerstrip at boot to force 85hz in 1024x768 mode. Anyway to fix this annoying bug?
 
try reisntalling all of it starting with the drivers and then try newest drivers or older drivers.
