I'm interested if there are any monitors out there that support 30-bit color (10 bit per pixel)? 1080P and up would be good, as would tolerably low latency.

HP DreamColor LP2480zx

30 bit monitors can cost easily upwards of $15,000... so unless you want that then the HP is your best option I suppose.

I don't know of any consumer LCD with true 10bit capability. Most are 8bit + Hi-FRC + Dithering

PS: Consumer GPUs don't support 10bit via DVI

^^^^

Most are 6-bit + Hi-FRC (a.k.a. temporal dithering) => widely known as TN panels.

8 bit LCD panels do not use dithering.

Less common are monitors using 8 bit panels and a color look up table (LUT) for better color precision.

I'm fully aware of what you've mentioned

Most 10bit color and 12, 14 and 16 bit monochrome displays use 8bit panel + FRC + dithering + LUT / 8bit panel + dithering + LUT.

Only very-high end displays designed to display static image can display 10bit natively and I only known of one, which was designed and manufactured by NEC (forgot the model number). It should be here

PS: I am aware of the existence of 10-bit column drivers and 10-bit LVDS, but I yet to see any solid evidence that they are currently in commercial use.
