When i go in task manager to look at my cpu usage. i click some programs to load them and see what the cpu usage gets up to. It only goes to 50 percent. Then if i run pcmark04 in the background doing the cpu test the test in the beggening go up to 100 percent. but then it goes to like the grammer cpu test and just sits there at 50 percent. And yes hyperthreading is enabled.

And therein lies your reason.

You'll only see 100% with a multithreaded application that can use both virtual CPUs. If you using a single threaded app the max is 100% on one virtual CPU. Take the average of 100% (vCPU1) +0% (vCPU2) / 2 = 50%.

Normal behaviour for a HT processor.
 
you could also set up task manager to give you a graph for each virtual processor too
it's in the view menu, when you're in the performance tab
