2u Rackable c2004 w/ 400w PS

Hey,

I don't know a heck of a lot on what a power supply can handle but I'm starting to think that the server I picked up off ebay cannot handle everything that's in it with the 400w PS that's included.

It has the following components:
HDAMA rev G mobo
2 x Opteron 280 Stock speed
4 x 1 gig ECC Reg PC3200
4 x 500 gig 7200 RPM SATA on a backplane
3Ware 9500S-4LP

The system seems to be unstable, sometimes starting no problem and some hardware failing on a reboot something like that.

Would this system need a beefier power supply to handle everything above?
