I opened GPU-z to see what my clocks were, but when I open it up, my core and memory were only showing 510/510. Below it, it's showing 743/848. What's going on? Also, what is the best drivers to use for this card in Vista 64 and what overclocking software is the best? Thanks.
 
What you are seeing are the 2D clocks. The card ramps up to the 743/848 when you open a 3D application.

You can use the Rivatuner monitoring tool to confirm that the clocks change with applications because it shows a history.

I have XP so I can't answer the rest of your questions with accuracy.
 
Alright, sorry for the late response. It's not a problem now. Apparently my Maximus Formula is a piece of crap. It has a cold boot problem and won't post now. So, I have to RMA it back to the Egg. Thank you for your response bud.
