What is an average over clock for a 2600k if you don't want to change voltage and you want to keep the feature where it down clocks to save power near idle?

Is it much better than a 2600 overclocked to tuebo 4.2 (1 core) 3.8(4 core)?

4.5Ghz 1.288-1.3v
4.6Ghz 1.33-1.36v
4.7Ghz 1.37-1.4v

most i;ve seen, unless golden batch

tldr version i'd expect about 4.2~4.5 with no voltage changes

Much better? ... not likely. Depends, I guess, if you do things that take many hours small improvements mean saved hours.
