What I need

I play Team Fortress 2 with my spouse; she gets the good PC, I play on an old piece of crap I cobbled together. I'd like more pwn.

My PC is in the basement; I run USB/HDMI cables up through the wall and plug into a USB hub/the television in my living room. I connect a wireless headset, keyboard, and mouse to the USB hub. One thing I would like is a USB 3.0 connection on the Motherboard *if* I could use a (powered?) USB 3.0 hub to get more bandwidth--I can't click w/ mouse, type, speak on mic, and adjust mic volume at the same time without getting some jitter.

I have 250 dollars, and I want to upgrade so I can play tf2 at native resolution (1920x1080) at 100+ fps consistently. I don't care about power consumption or heat. I don't care about AMD/Intel. I'm not even sure how much I care about multi-threaded processing, because I don't know if that matters for tf2. So I'd like your suggestions re: what cpu/mobo/ram combo to get, and also whether my goals are even possibly short of a GPU upgrade. Thanks!

9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.

Your goals aren't possible with the budget you have now. You will definitely need a new GPU as well as new CPU and . A solid GPU for TF2 at that resolution will cost you $120 right there. That only leaves $130 for the CPU, mobo, and RAM.
 
775 mobo $100, CPU $100, GTX 295 $100, 2x4GB RAM $50. You are $100 short.
 
A GT240 is enough for TF2, but it will not give you 100 fps.

Looks like you are planning on gaming on a TV screen, I doubt that thing will support more than 60 Hz anyway.
