Title says it all.

I want to upgrade my Dell 2209WA (22", 1680x1050 IPS) to the best all-around 24" 1920x1200 IPS monitor, past or present. I have no problem buying used or hitting eBay. Color accuracy, internal scaler, gaming speed, etc all matters.

What sayeth the experts?

(and yes, 16:10 is important. I don't even need the horizontal space).

Nice...might be a bit rich. Any recommendation under $800?

The unfortunate fact of the matter is that 16:10 is few and far between.

I've already went through the agony of searching for a 16:10 1920x1200 myself. I prefer 16"10 as well.
The few i saw for cheap and slightly considered were: ( from my Amazon wishlist )

NEC Display MultiSync EA244WMI-BK
Amazon.com: NEC Display MultiSync EA244WMI-BK 24" LED Monitor, 16:10, 5ms, 1920x1200, 350 Nit, 1000:1, DVI/HDMI/VGA/USB/DisplayPort, Speaker: Computers & Accessories
NEC surprises: Inexpensive 1920×1200 semi-gloss IPS EA244WMi (review)

Samsung S24C650BW

Amazon.com: Samsung S24C650BW 24-Inch Screen LED-Lit Monitor: Computers & Accessories
Samsung S24C650 review - 24-inch monitor Review

ViewSonic VG2438SM
Amazon.com: ViewSonic VG2438SM 24-Inch Screen LED-Lit Monitor: Computers & Accessories

No proper reviews. I expect to be very similar to the Samsung above. I somehow think it's the same type of panel (pls) i \m not sure. Thought i read it somewhere. I choose this personally for the main reason it's cheapest and still has a decent stand. Is flicker free/low blue light mode Usb 3.0 ect. Which is all you could ask for for under 300 bucks 16:10 Ips.
The difference between them is not great. Though the "best" of the three generally speaking should be the NEC in color accuracy. I still haven't entirely ruled this out for an ips type reference and general non gaming monitor.
Promo vid, not a "review".

Why not go with the Dell Ultrashap U2415M. Thin Bezels amazing color reproduction and your 16:10 Scale 1920 x 1200. Around $300.00

The U2415 looks like it hass been bouncing between $240 and $280 at Newegg/B&H/Amazon/etc recently.

Also, on the Dell outlet, depending when it's in stock and what coupons are running, it can also be had refurbished (so, only a 90 day warranty) for as low as $150+tax. It appears to be $174+tax with a coupon right now.

Seems to be between the Dell U2415M and Samsung. Any preferences there?

I think the reason i wrote off the Dell 24" from my wishlist is because at the time for the price the 25" 1440p Dell was a much better deal. But i concur with the others.
The prices seem to fluctuate. Right now the 1440P is like 60 dollars more that before, and some people got it for even much less than that. The difference in screen real estate and pixel pitch also kind of makes up for it being 16:9.
As far as buying from Amazon. People have expressed problems with getting Dell to honor warranties through third part vendors. So check that out, or buy from Dell direct.
And here's the difference basically. Though this is in comparison with a 1080P 24" you get a lot more vertical desk space than even a 1920x1200 in still compact form factor.
