I was wondering if there was any difference between using a 22" or 24" LCD (such as the 2407WFP) as a home electronics TV versus using say a Panasonic/Samsung 26" LCD HDTV.

The Panasonic/Samsung LCD HDTVs also seem to be quite pricey ($700+) and have lower resolution (usually 1366x768). Samsung also has some 23" LCD HDTVs that do 1366x768 for $500-700

There are plenty of 22" LCDs around $300 with multiple inputs and support higher resolutions such as 1680x1050 and at least 720p support. There are also plenty of 24" LCDs around $600 with multiple inputs and 1080p support.

Is there really any reason to go for the LCD HDTV over just the plan LCDs? Do they deliver a better picture when it comes to watching movies?

Go with the plain LCD, higher resolution (full 1080p support on monitors 23 inches or greater) for the same price.

Beware though, monitors have a 16:10 ratio were as TVs have a 16:9 ratio,

aka monitors stretch

Since when do manufacturers ever tell you if a monitor has 1:1 scaling ><
