212+ Thermal Paste

That looks terrible! Wrap your finger in some saran wrap and spread a very light layer all over the portion of the seat that will make contact with the CPU. VERY LIGHT. Press it into place... pull it away and observe your pattern. Re-apply where/if needed.
 
No. Do not spread thermal paste with your finger. It's one of the worst things you can do. Let it do it's job naturally.
