21" help plz, needs repairs

I bought a HP p1100 21 inch monitor really cheap at a local goodwill the other day. I thought it would be a great upgrade if it worked or not. Well this is the problem.

I cant get it adjusted out and i was wondering if anyone had any ideas what could be the problem before i took it to a repair shop so i dont get ripped off. I did some research and found that the monitor is actually a sony trinitron(sp) and that the problem could be as little as a bad ic on the board.

If you take it to a repair shop, make sure you take a jar of vasoline with you. :(

I had a 17 HP monitor with a shimmying screen. A local shop wanted 110 bucks just to diag it. Told me I'd be better off junking and buying a new one. The guy said HP CRT's were pure garbage on the inside.
 
Its out of warranty, ill have the pic back up later today. Thanks for the replys
