2001FP Image Tearing

I picked up a 2001FP a few weeks ago and I'm noticing something I never noticed on a CRT before. I thought it was my old R9700Pro but I recently built a new system with a 6800GT and I'm seeing the same effect.

I'm seeing what I can only describe as 'tearing' of the image. I notice it most often in HL2 more than anything else. When turning the mouse from side to side, at any speed, the image 'tears' horizontally, breaking up into long horizontal bands. I'm thinking it has to be the monitor doing it, since i've never seen HL2 do it on any CRT with any video card.

Any idea what the problem is, or how to compensate?
 
LCD monitors are locked at their refresh rate (i.e. 75hz = 75FPS on VGA connection, 60hz = 60FPS on DVI). You HAVE to enable V-Sync to avoid the tearing.
 
BTW it happens on CRTs too - if the game framerate exceeds the refresh rate of the monitor. On LCDs is fairly low, so you tend to see it more than on 100hz CRTs.
