20-24 24-20... mak ea difference?

If a mobo has 24 pin on the slot, and a 30a 12vline psu, would running the converter affect performance at all?

Also, the other way around; i have a fortran blue storm (atx2, 16a and 16a on 12v line) with standard 24pin, and I am using the 24-20 pin adapter to plug it into rig in my sig; would this affect performanc enegativly at all?

the first way from 20 to 24 is dependent on the supply and the load its powering
many 20 pin supplies arent upto the needs of modern configs,
but it is dependent on what you using, with 30A on the +12V rail its an ATX12V v1.3 hybrid
but there could be stability issues with some of the new graphics cards on a single rail
and while it says 30A, some manufacturers lie
the 24 pin adapter itself wouldnt likely be an issue, as it simply splits 3 of the power wires (+3.3V +5V +12V) to two pins (the fourth is a ground) but what is driving it can be an issue

the other way from 24 to 20 with a Blue Storm, probably better
its a decent entry level ATX12V v2.0 supply
not a high performance one but good basic spec compliance
